Security and preventionAmong the variety of its tasks the Security Policy Department of the Ministry of Interior is responsible also for preparations of the legislation regulating the issue of local public order-related matters that fall within the competence of the municipal police. The Department has a say in defining the common elements of the municipal police's uniforms and design of their car markings. The essential legal framework is made up of the Law No. 553/1991 Coll., on municipal police, as amended, due to be amended again in 2006. The new amendment will make it possible to get the municipal police involved in the states of crisis that go beyond the municipal or regional boundaries and require the assistance of a higher number of personnel, situations such as major floods etc. As regards the substantial issues related to the municipal police's activity, the Security Policy Department of MoI provides expert advices and legal opinions. The Law on municipal police makes it obligatory for the officers (i.e. municipality's employees serving in the municipal police) to pass entry exam when beginning the service and then regular professional qualifications examinations every three years. The Department defines the scale of the professional qualifications of municipal officers; it elaborates the sets of written and oral tests and is in charge of organization and exercise of the exams at the end of which it files up the exam protocols. In compliance with the law, the Department is also entitled to issue formal professional qualifications to Prague municipal officers. The Department also rules in administrative proceedings concerning the areas of activity of the municipal police.
