Units of the Department

Analyses, Strategies and Crisis Management Unit
Activities:
  • gathers and analyses information on public order and internal security,
  • monitors the developments and trends in crime and related areas and analyses risk factors for the stability of the state,
  • produces policy documents,
  • produces and participates in the preparations of government documents dealing with the issue of criminogenous factors,
  • proposes measures to be taken in the area of the state's internal security policy within the scope of activity of the Ministry of Interior and the Czech Police,
  • ensures international cooperation and organizes expert interships with participation of foreign professionals in public order and security,
  • holds the responsibility for the crisis management system when the internal security of the country is at stake, always in accordance with the Law No. 240/2000 Coll., on crisis management, Law No. 241/2000 Coll., on economic measures in emergencies, and the Law No. 222/1999 Coll., on defence of the Czech Republic,
  • acts as crisis management unit of the Ministry of Interior in accordance with § 9 of the Law No. 240/2000 Coll., on crisis management,
  • develops policies and drafts of legal regulations concerning crisis management, economic procurement and some aspects of the Czech Republic's defence,
  • participates in the construction of the crisis management planning system and its implementation in crisis management bodies of state's central and self-governing authorities,
  • carries out the tasks of the situation and information centre of the Interior Ministry,
  • carries out the tasks of the secretariat of the Interior Minister's Crisis Committee as well as those of the Central Crisis Committee,
  • gathers information and prepares background documents for crisis management in the field of internal security and public order and cooperates with the Czech Police,
  • coordinates the Ministry's preparations for the defence of the country,
  • takes part in the security threat assessments and has its share in drafting of analytical, policy and legislative documents in the area of civil aviation.

Areas of activity:

Municipal Police, Firearms and Traffic Engineering Unit
Activities:
  • prepares or participates in the drafting of regulations in the field of local public order issues, in particular the Law on municipal police and related regulations,
  • lays down the requirements for professional qualifications of municipal police officers; furthermore, elaborates the sets of written and oral tests and is in charge of organization and exercise of the exams,
  • files up the examination protocols of municipal police officers and issues formal professional qualifications to Prague municipal officers,
  • defines the common elements of the municipal police's uniforms and design of their car markings etc.,
  • drafts or participates in the drafting of legal acts regulating the area of arms and ammunition,
  • organizes the examinations of applicants for the posts of examining commissioners in accordance with the Law on arms,
  • tables suggestions for nomination and removal of examining commissioners,
  • carries out examinations of applicants for firearm licence of the group “F“ - pyrotechnic prospecting,
  • methodically guides and, in defined scope, controls the activity of the Czech Police as regards the state administration in the area of arms and ammunition,
  • gives opinion - from the perspective of the Czech security interest - on all requests for licences for foreign trading in military material, including imports and exports of goods and technologies that are subject to the international control regimes,
  • cooperates with the Ministry of Transport when deciding upon the use of road signs, road facilities and transport information facilities on motorways and dual carriageways with motorway characteristics, on requests for closure or special use of the above-mentioned type of communications, as well as on request for placing and running of advertising facilities in the protective strips of these type of roads and on requests for placement of a fixed obstacle on them or attachment of buildings to them,
  • provides advice on - and takes part in - the territorial, building and approval procedures for motorways, dual carriageways with motorways characteristics and related constructions,
  • rules on appeals against the decisions taken by the Traffic Police Directorate of the Czech Police Headquarters in administrative proceedings and acts as its supreme body in such cases,
  • gives expert opinions and legal advices on subject matters related to the activity of the Czech Police and municipal police, on arms and ammunition and on legal regulations in the area of transport and road traffic,
  • in administrative proceedings, gives official decisions about the issues concerning municipal police, arms and ammunition.

Areas of activity:

Organization and Coordination Unit

The Organization and Coordination Unit is responsible for the internal running of the Security Policy Department. This comprises the administrative support to the Department's director, including the preparation of his daily agendas, tasks connected with his personnel powers, Department's financial management and control, procurement of equipment, drafting of director's internal acts, compilation of activity reports of the department, creation of conditions for the coordination of the fulfilment of the Department's tasks and for the collaboration of the Department with partners from within the Czech government, ministries and other state's central administration bodies, police units etc. Members of the Unit participate in preparation of analytical and policy papers in the area of public order and internal security, systemization and activities of ministerial and police departments; the Unit processes remarks, reservations and comprehensive opinions on relevant draft regulations and internal acts and takes part in consultative procedures.

Furthermore, the Unit is in charge of presenting the work of the Security Policy Department, protection of classified information, attendance of the Department's employees at training sessions and is responsible for the organization of workshops, meetings, seminars and other events hosted by the Department. The Unit also looks for possibilities how to obtain and use additional financial resources, e.g. from the EU funds.

Security Law Unit
Activities:
  • proposes measures to be taken in the area of the state's internal security policy within the scope of activity of the Interior Ministry and the Czech Police,
  • participates in all phases of the preparation of draft laws (identification of the issue to be solved, suggestion for solution both as regards subject matter and legal regulation) - Witness Protection Law, Police Law, Penal Code, Criminal Procedure Code etc.,
  • participates in the implementation of the new legal regulations (monitors and analyses problems arising from the practical application and puts forward solutions, issues legal and explanatory opinions regarding the new legislation etc.),
  • takes part in the drafting and implementation of bilateral and multilateral instruments of international cooperation in the field of security and production of analytical documents.
