Vision:
Public Administration in the Czech Republic is primarily understood as the service for citizens, meets the principles of good administration, its functioning is effective and efficient and contributes to the growth of competitiveness of the Czech economy and to the improvement of quality of Czech citizens' life.
Department was instituted on 1st November 2006 due to decision of the Government of the Czech Republic to transfer some agendas, among others Regulatory Reform and Central State Administration Reform from the Government Office to the Ministry of Interior. This transfer provided for integration and management of several agendas relating to the public administration modernisation under "one roof".
Department's agenda mainly consists of preparation of strategic papers as well as of preparatory works and implementation of tools contributing to the systematic improvement of public administration which would be based on its effective functioning on all layers; cutting red tape stemming from the existing regulation; avoiding the growth of new burden caused by the new regulation; improvement of the efficiency of decision-making process in public administration; strengthening its transparency and accountability and improvement of quality of its functioning with the emphasis on approach toward a citizen as a client of public administration.
The Department co-ordinates also the activities of the Czech Republic in the preparatory bodies within the EU, OECD and other international organisation concerned by the issues of Regulatory Reform and Public Administration Modernisation.

The Unit's activities are mainly focused on ex ante assessment of the new regulation. For this purpose, the Regulatory Impact Assessment (RIA) is used as a main tool. Regulatory Impact Assessment is based on the framework of analytical methods providing for systematic evaluation of negative and positive impacts of the drafts or existing regulations taking into account the economic, social and environmental impacts at once. Moreover, impacts on particular economic or social groups are taken into account. The Regulatory Impact Assessment results in the final report which accompanies each legislative draft. Background data and studies elaborated during the process of Regulatory Impact Assessment are used as a basement for the policy decision-making process in which either the proposed draft or amendment to the existing regulation are approved or not.
In order to ensure efficient Regulatory Impact Assessment the Unit co-operates since the very beginning of the regulation making process with all central state administration authorities which prepare legislative drafts and provides them with the methodological assistance in assessing impacts of proposed pieces of legislation. The main goal is to achieve the maximum quality of a piece of legislation from the cost effectiveness point of view, to provide for a transparency in the legislative process and higher quality of regulation. RIA is to be furthermore used for ex post assessment of the existing regulation.

Quality of Regulation Unit prepares and co-ordinates programs devoted to the review and simplification of the existing regulation (e.g. regulatory norms, procedural rules as well of the division of roles among the institutions). These programs and measures are aimed at continuous assessment and review of the existing regulation and its subsequent change which should lead to the burden reduction, increase of the comprehensibility and also higher efficiency of enforcement of the regulation. The same aims are pursued by the foreseen analysis of some regulatory frameworks which affects the quality of the regulatory environment, e.g. a sanction system, a fee system or use of alternative forms of regulation. The efficient and quality regulation is enhanced by the easier access to the regulation which enables citizens, officials, businesses and other groups to be informed in a comprehensive and comfortable way about the already existing regulation or drafts which are under the preparation.
The important activity aiming at simplification and effectiveness of the regulatory framework is evaluation and reduction of administrative burdens.

Strategies and Concepts Unit elaborates strategy papers aiming at ensuring higher effectiveness of processes in the public administration and strengthening its transparency and openness towards citizens. In order to fulfill this goal the Unit coordinates works on elaboration of rules for systematic involvement of the expert as well as the laic public into the process of preparation of the government strategy papers and gathering the widest possible spectrum of opinions on the subjects in question. Besides consultation, the Unit focuses its activity on implementation of quality management methods in Public Administration, in particular of the Common Assessment Framework (CAF) and benchmark methods. These activities are pursued in order to attain the main goal: To ensure that the functioning of public administration is based on the client approach towards citizens and the feedback from clients of public services is taken into account. In the area of improvement of the communication in public administration the activities are focused on strengthening the synergic effects of communication among particular layers.
Regarding the process of preparation of government papers the Unit is a partner not only for other public administration authorities but also for the wide public regarding the process of preparation of government papers.
