Incidents in 3rd stage and in special stage of alert in 2006

Incidents in special stage of alert
  • March, 9th - Fire of a high-capacity dump of the Skládka Tušimice company, Ltd.; 2-day intervention, 11 fire units involved.
Incidents in 3rd stage
  • February, 27th - Fire of a malt house of the brewery in Dobruška, Rychnov over Kněžna district; 12 fire units involved.
  • July, 16th - A wildfire on the area of 10,000 square meters near the town of Police over Metuje, Náchod district; 10 fire units involved.
  • July, 22nd - A forest fire on the area of 250 hectars near the municipality of Jetřichovice, Děčín district; 41 fire units were involved for seven days.
  • October, 20th - A fire of three houses in the municipality of Žeravice, Přerov district; 10 fire units involved.
  • December, 20th - A fire of six cars and one shopping mall of the EXCALIBUR CITY, Ltd., in the municipality of Chvalovice at the Hatě crossing border, Znojmo district; 8 Czech fire units and 21 Austrian fire units were involved.

Major exercises of IRS bodies and international exercises in the Czech Republic in 2006

OCHRANA 2006

Major staff exercise of emergency management bodies from different departments took place in the days of 21 - 22 June 2006. Theme: activities of safety bodies in emergency connected with large-scale lawbreaking.

Participating bodies:

  • National Crisis Staff, working in the premises of MoI, Prague;
  • Crisis Staff of the Czech Police President, Prague;
  • Crisis Staff of bodies involved and contact place in National Office for Nuclear Safety, Prague;
  • Crisis Staff of the South Moravian Region in Brno, and the incident place near the Avion Shopping Park - for police forces;
  • Crisis Staff of the Ústí Region, and the incident place the Chabařovice railway station - for IRS forces.

HORIZONT 2006

Major tactical exercise of IRS bodies in the Highlands Region took place on 5th October 2006. Theme: an accident of the L 610 civil aircraft during landing.

Aim of the exercise: checking procedures and tactics of the IRS bodies in joined operation of rescue and clean-up, based on the pre-planned structure of activities in case of an air accident, checking of communications among the IRS bodies, and to determine possible scale and level of cooperation of all participating bodies.

Participating bodies: Highlands FRS, Kronospan company FRS, voluntary fire units of municipalities, Czech Police, Highlands Medical Rescue Service, Municipal Police of Jihlava, military units of the 153rd rescue battalion, Czech Red Cross, Jihlava High Police School, Jihlava High Medical School, Highlands Regional Office, Czech Environment Inspectorate and the pH MEDIA company.

Declaration of the crisis status in 2006

State of emergency was proclaimed during March and April due to spring floods in seven regions (South Bohemia, Ústí, Pardubice, South Moravia, Olomouc and Zlín), and subsequently by the Czech Government.

From April, 24th to May, 5th state of emergency was declared in the municipality of Libčany, Hradec Králové Region, because of high risk of emergency for life, health and environment, in connection with certain amount of HazMat in the area of the SNOG HKK Ltd. Company.

Based on the Fire Law No. 133 from 1985, in later versions, fire supervision in premises under responsibility of the Ministry of Defence is provided by fire protection bodies of the MoD, according to Article 85a. Military fire units operate as fire units according to Art. 65a of the Fire Law. Within the Czech Army there is total of 483 firefighters in 20 fire stations. Military Fire Supervision practise fire supervision of military object, premises, in military bases and in companies established by MoD, according to Article 31 if the Fire Law.
